Shouldn't i be able to rez things I buy in the home I own? I used to be able to, but not anymore? Does anyone know?

Yes, you should. Unfortunately, there are problems being able to do so. Sometimes it works for me if I try 3 times, sometimes I have to log out and back in. Hopefully this issue will be resolved soon. Come join us here and the related Jira:

I bet you have a Linden home. There's been a known problem rezzing objects in many parts of them because for various reasons the server thinks you're trying to rezz on land you don't own. This really popped up in the last week or so - it looks like a change to the server code did something weird.. The simplest work-around I've heard is to "Wear" the object you want to rezz, then right click it and pick "Drop". Then it will be in-world and you can move it to where  you want it to be.
