My new gowns skirt is widening my hips disproportinately can someone please tell me how to fix this?

Wear a system skirt shape. If there is not one in your shape's folder, then copy and paste the shape in the folder, pick one of those, name it something else when you save the shape and make the hips skinny. 

When you put on a system skirt (the tight fitting kind, not mesh, but the old kind) it makes your hips 100 times bigger.

There's a simple solution to this problem.  Make a copy of your shape and then modify that copy to wear with system skirts. Make the hips narrower, the butt flatter and the 'saddlebags' less.  Then, if you make some complete outfits, include this modified shape with the skirt outfits and use your normal shape for other outfits.  This works well for 'system' skirts and dresses as long as they're not much shorter than mid thigh length.   Nobody can see the altered parts of your body under the skirt, and if you adjust correctly, the impression will be consistent with your normal shape in jeans, bikini or whatever.

This is called "The huge derriere system skirt syndrome".  Only way to cure it is to do as others have suggested here (make your bum and hips smaller, then the system skirt looks ok'ish).
