The hair looks like Magika, the style called "Veruka II". Can't help with the rest.

eta: price is around L$200/250 for a colour pack.

Skin looks to be Curio - they run 900-1000 apiece if I remember correctly. The tattoo is almost certainly a separate add-on, makeup might or might not be. Shape looks to be pretty generic "modelface" - you'll be hard pressed to NOT find a shape that looks like it.

It looks like Curio doesn't sell on the marketplace. They are a very big name in skins though and have a large in-world store.

Yes, that's the same Curio Pout skin that everyone has, probably one of the light acorn tones with the raccoon makeup. Can't tell from the pic if those are prim eyelashes or part of a not-so-good makeup layer (looking at the eyebrows also), but those parts are not from the skin or its makeup.. that much I can tell.

I think the skin tone might be Acorn (as Dana said before) - or Sundust which is a little lighter. I would try the demo. If I remember correctly all skintones are included in the demo.
