Unfortunately that's like asking how to use your real-life TV.  Since we don't know which TV you've got we can't tell you.  In SL it's even worse because there are lots of things called 'TV' that do different things.  For instance, I'd expect a TV to let me watch videos but I assume yours just shows individual pictures.

Ok, addting pictures to contents should be easy - right-click and edit the 'tv'.  Click the 'contents' tab of the edit window.  Drag your pictures from inventory to the object's contents.

Whether that will make them display or not is a different matter.  For that you'll have to check any instrucitons that came with the TV or contact its creator.
