The Idea for a auction will allow a Estate owners Auction off their land with added details on what the biders will get (IE month, year with the land) also the Estate Covenant will be shown in the bidding window so they can agree with it before they bid.

This will allow Estate Owners to get renters for their land. It will allow people that can't find mainland space on auctions to seek estate options.

All Auctions shouled have a listing fee and need to be considered before listed, this fee shouldnt be refundable because if it is people would spam Auctions to get people in.

Like I said, allows a estate owners to place more detail into the auction, so people can get months or year within that auction than just the 1L which is unclear and not always noticed by the resident that is seeking land, all this info need to be placed in a easy to see matter and auctions allow better insight into getting estate land.

I doubt this would work well and in the long run be bad for consumers.  First, the estate is going to have to set a minimum bid amount or lose money by auctioning off land at a rate that is less than they pay LL for it.  Secondly, if they state a minimum amount that they will accept, it can only go up from there.  Why would anyone pay MORE than the estate owner asks as the minumum amount unless a particular parcel was in high demand.  If it was it wouldn't need to be in an auciton, it would be snapped up.  If it isn't there are probably a hundred other lots that you can get for the same amount or less.
