It seems rather simple, same as they did with the EA Sports Loot boxes. Make a gacha machine that requires people to pay and it tells them what item they get.., and if they wish to proceed, they get it, and if not.., they get the money back (with for example a 24h ban to use the same gacha machine again?). That way people know exactly what they get., and it's no longer gambling.
