I think it's something the Green Lanterns use in DC Comics/Geoff Johns, it turns light into forcefields or.. things. I know The Lanterns have a copycat thing going on in SL.

Either that or it's for ruling and binding, and other dwarven/elvish hijinx. Oh, Sonic the Hedgehog used them too. Fandoms for each exist, the OP should be more specific.

ETA: Whoops, a quick look at the OP's profile definitely implies that the Power within the Ring should be of the DC variety (not AC).
