how do i report a merchant?

i need to report a merchant because is selling someting that is not what it says it is.

I buyed a complete wedding rings set, the title name is very clear about been a set of wedding rings.

also de details list 4 rings in the set 1 wedding ring for her, 1 ring for him, 1 engagement ring and 1 engagement ring +  wedding together .

i got the box to open it and i gor surpriced only one item was inside, whit the note and LM. so i toug i had to open that again but no...that was it, just one ring instea of four.

Wen i contact the merchant its says im drunk! that where i readed it was 4 rings bla bla bla.

He claims of what i saw was a description from another ring set, but no i even save the webpage in case he trys to change it to get away whit it.

There's an option on the listing to flag the item as "not as described" and that is the end of the process.
