Trade limit cut to a third?

So I just added my card to buy L$ for the first time. I tried to do so, and it told me I had a limit of US$30. Well, that's all well and good, except I hadn't tried to spend more than $20. It's telling me my limit is $30, but won't let me spend more than $11.48. Why? If I've never bought L$ before, why do I have only a third of the limit it tells me I'm supposed to have?
