why is the surface of my sl water white no mater what i do.

Oh, rats. Even with the changes in the JIRA system, we can't all see the same things. OK, here's the comment at the very end of that BUG report: "Cranking the haze settings too high is washing out all water detail, and causing it to appear opaque. Using the Create New Sky Preset tool (found in World->Environment Editor->Sky Presets->New Preset) you can edit the haze settings to make the water draw a little more sanely by Lowering Haze Horizon, Haze Density, and the Density Multiplier. Although an exact match to pre-Materials behavior doesn't seem possible." In essence, changes in the way some standard windlight settings are rendered is washing out color for some users. They'll have to tweak their windlight settings to compensate.
