what is the process to start a community in the blake sea area?

The process is that you watch the listings in the Land forums and elsewhere and be prepared to jump really fast if a sim goes on the market.  Those sims are popular real estate, so they don't change owners often and they don't stay on the market for long when they do.  You may have better luck finding parcels to rent or buy than a whole sim.

You can buy a private region, either a new one from Linden Lab or arrange a transfer of a region from a current owner to yourself.  You can also specify the grid coordinates where you want the region to be placed.  HOWEVER:  Good luck getting permission to put it next to the Blake Sea!

Linden Lab generally does not permit ANY private regions to abut ANY Mainland.  In fact, your region can't abut even other private regions, unless both you and the other estate owner agree to it first.

There is only one exception I'm aware of -- the New England regions DO adjoin the Blake Sea.  I don't know who that estate owner knows at LL or how many of his kids he sold to pull that one off.

If you want to have a region that has a lot of sailing sims accessible to it, you can either do as Rolig suggested and keep an eye out for something to go on the market, or you could make friends with an estate owner who has a lot of water area in their estate, for example something like the Fruit Islands.
