The "ocean" that surrounds most private islands is really an optical illusion. but there is some ocean you can go into. It has to be set up to be accessible though. In order to use the ocean it has to be an area on a server somewhere and someone has to pay for that. If you look at the map, you'll see that a lot of regions are surrounded by blank blue but some are surrounded by ocean areas that show some texture and have a name in the corner. You can go into those areas.

Some of that ocean isn't really ocean!

If you look on your main Map, and see a mottled blue and white color for the ocean, and the region has a name, that IS ocean.  Assuming the owner of the region allows public access (most ocean regions are accessible), you can go there.

If, on the other hand, you see a plain blue color for that grid square on the Map, and there is no region name shown, that's not ocean at all...it's what we call a "void sim".  It's a placeholder for the Map.  There is nothing there!  There is no server at Linden Lab running region software for that square on the grid.  If you click your cursor on the Map there, it will say, "Invalid Location."

It is much the same in world.  You might look off beyond the beach and seem to see open ocean...but if you right click your mouse on that "ocean", it may say "Invalid Location", or the About Land choice in the context menu will be grayed out.  If you look underwater, you will see the land ends right at the region border, and beyond that there is...nothing!

Avatars can't enter a Void region...you just bounce off an invisible wall at the edge of the region you are in.  To a very limited extent, prims can be placed there.  These are specially constructed "sim edge" objects, that have their root prim placed in a "live" region, while much of the object projects out over the region border into the void.

While it would be cost prohibitive to run tens of thousands of region simulators just to fill all the Void squares on the Map, there ARE lots of sailable oceans in Second Life.  Some are on private estates, such as the Fruit Islands or the FairChang archipelago.  Others are near the Mainland...it's possible to travel between most of the Linden mainland continents by water or plane.  The Blake Sea is one of the largest and most popular sailing areas, comprised of over 150 ocean regions.
