The following is my own opinion.  For anything definitive, you'll have to ask Linden Lab, and good luck with that.

Sploders are not skill games, because they pay out randomly.  This means they are not affected by the new Skill Games policy.  HOWEVER, they ARE affected by the long-standing gambling policy.  They are "games of chance."  In my view, sploders are illegal...everywhere.

But enforcement of the gambling ban is very spotty, especially with games that have no Real Life equivalent.  A state gaming commission can readily see that a roulette wheel is "gambling" but they are less likely to notice and complain about something called a "sploder."  So, unless somebody actively complains to the Lab, you'll still find sploders in many clubs.
