Pivot / Wabble - Help me make a BOBBLE HEAD! :D

I have a simple decoration with 4 prims.  1 and 2 are the "bodies" and are stationary.  3 and 4 are the HEADS and need to act like a bobble head doll.  These are simple flat 2D objects.  

To simulate a bobble head animation, they need to bounce with some up and down motion as well as some counter clockwise and clockwise motion.   It doesn't have to be to fancy - just bobble like a bobblehead should.

I can't make sense of these scripts I find and I'm frustrated.  Something always seems to go wrong.

I want it to bobble all the time, not on touch.  I want to use touch for sending messages to chat. 

Can someone please help me with a script for this?
