I guess you are talking about prim media when you say "testures".

There are different ways to toggle the URL for the media - a dialog would be one way to set the parameter PRIM_MEDIA_CURRENT_URL ( see here: llSetPrimMediaParams). If you wanted to make it more TV like, you could add some switches to toggle the URL or define certain areas that are touches to go to different URLs - have a look at this thread

llLoadURL loads the webpage in a browser.. I want to be able to load it on the prim. I was wondering if there was a way to create "links" for the prim so when you click ie. "Google" it will show up on the prim.

I know how to do a dialog menu... is that what I will have to do?

Yes.  If you want it to show up on a prim, follow Darkie's suggestion and direct each dialog choice to a new value for PRIM_MEDIA_CURRENT_URL in llSetPrimMediaParams instead of using llLoadURL.  Same logic, different output device. To see a working example, visit the Community Virtual Library in world at Info Island (128,128,23).  It's on the east side of the reference area (to your left as you enter from that landing spot).  Click "Display On Screen" at the bottom of the unit.

Oh hell, yeah.  I only take the most interesting cases now I've got a red icon, didn't you know?  That's why I'm as grumpy as House.  Rolig keeps telling me she has a hospital to run and that I need to do my job but I just think ... how did she know I was going to make up this analogy?
