Absolutely - there's only one "world" in Second Life and people from all over the world can and do connect to the same places.

There are about 50,000 people in Second Life at this moment, all doing things at the same time.  You don't "play" in SL, so whatever you do is independent of what anyone else wants to do.

Free your mind from the expections you bring from MMORPGs and similar games into SL. Because I assume thats where your idea of seperated regions comes from.

Yes. You can "meet" your friend inside the world of Second Life, in your avatar form.  You can play or explore or build or work or dance together. 

It sounds like you are very new to Second Life, so I will give you a link to basics you need to know.
