Who is the guilty for the horrible lag?

The fact is that two people living inside in the same server on the main continent
 
This is a real issue but i use two fake names to not involve anyone, Rose owns the majority of the server, and Tim owns a small part. Rosse fills all its area of all sorts of objects also placed in water waves in motion in all land borders  and scripts, prims and to much sculpted objects and animated objects, but the server does not have much lag, while in the small area Tim does not have anything and everyone in the server are happy.

One day Tim decides to make your House and objects also places some objects with scripts and fills your entire maximum all prims and time the server has much lag.

Rosse then accuses Tim of causing the lag. but Tim says that it is not his fault that is the fault of Rosse as she has most of the land in the server and is for all that she has placed

Tim tells rose that there was no lag before by the had their land empty and when filling that was the cause of lag, but who have to delete and who is the guilty for the lag Tim or Rose?

Rose makes a report to the lindens accusing Tim of lag.

That is very difficult to answer without inspecting the sim and see what scripts are running, what textures are being used etc.  It could be one script causing it all and replacing it with a more efficient script or removing it may solve the problem,  It also could be a combination of some or all of the scripts and textures used on the sim.  You both should work together to find out the cause since you both will benefit.  If you don't know much about sim performance and what causes lag or what to look for, search the forums on the subject and suggestions.  This has been discussed many times here.

If you can't find an easy solution to get rid of the lag, to be fair the server resources  should be allocated by the amount of land each person owns.  For instance if she owns three quarters of the sim and you own one quarter, then she is paying for and should receive the use of 75 percent of the sim's resources and you 25%.  It doesn't matter who rezzed what first.  You both should get what you are paying for.

This may mean you BOTH have to pare down or just one of you.

If you can't resolve this peacefully and fairly ask the Estate owner to check things out and get involved.

That is true and is not true really

The Rosse area have about 98 items scripted and the Tim area are empty, when Tim put 2 scripts the total in the server is 100 scripts and the server with 100 scripts have lag but with 98 scripts not. i say that in hypothetical example. the most time the big area have more scripts and prims than the small areas the problem is not Tim is Rosse. Tim have a limitacion for the big area.

IF the sim ran fine with 98 scripts but badly when two scripts were added

The problem is excessive script time (which may well NOT be the problem - servers now are set up to only allocate a certain maximum amount of time to run all combined scripts. If the running scripts would exceed this time some of the scripts are temporarily delayed. Excessive scripts will make all scripts on the sim run slower but shouldn't cause major problems for the speed of the actual simulation itself.)

The problem is with the two added scripts themselves. All scripts are not created equal. Two large, complicated, badly written scripts can bog down a sim more than 98 small, efficient ones.
