LGBT+ community have money, spending habits, relationships. Facebook is SilVal and will happily sell ads offering LGBT+-related services/products (there are many of these, and increasing in number due to increased social acceptance). Being anti-LGBT+ leads to significant loss in revenue/relevance online, Facebook can't afford to keep up the headlines about victimising trans* and gender non-conforming community.

Zuck has no choice there if he wants to stay relevant in FB's core market. Already losing relevance to millenials and younger, he needs to hang on to his cards.

Avatar community don't spend real money, can't track spending habits or relationships. There is almost no market in ads for avatars (except ads for other services, which is appealing to typist :P). No revenue/relevance lost when anti-avatar, value typically increases when imposters/frauds/alts are policed. Facebook already

, can't afford more of them without giving the game away and reducing value further.

Zuck can push against avatars forever under this model.

Lots of links. :D
