I've seen no word on the official blogs yet, but a tweet went out today from @SecondLife on Twitter about a new Flickr group from which the Pic of the Day will be chosen.

ETA: By submitting a picture to the group pool, one agrees to their terms. There had been questions raised about whether LL had rights to use Flickr pics submitted to the unofficial group without permission.
