are sploders still allowed in clubs since the new gaming laws have gone into effect?

Not a lawyer, so my opinion is all I have.

Sploders haven't been allowed in Second Life since gambling was banned in 2007/2008. They are games of chance that require pay-to-play.

They are further against the Skill Games Policy, but that's not 'new'.

P.S. Policy goes into effect. Policy affects behaviour.

That has always been a tricky question, since Sploders were always technically illegal or at least in a gray area. They don't fall under the limits of the new Skill Gaming policy because their outcome is not determined by skill, but they do fall under the Gambling policy.  With increased scrutiny of on-line gambling by outside agencies, my guess is that we'll see a crackdown on Sploders at some point.  It all depends on how much manpower Linden Lab puts into it (and how scared their lawyers are of the feds, congress, public exposure, etc.).
