A Whois search shows it out of a PO box, in New Windsor, NY and an AOL email address for email contact.

I understand I'm not answering your question directly (pertaining to the LL legality), but if I need Lindens, I'd prefer to use the Lindex.

I'm sure others will have a better answer for you.

No, it's not.  You may only buy $L on the Linden Exchange (i.e., here on this website) or from one of the Authorized Linden Dollar Resellers at this link:  http://wiki.secondlife.com/wiki/Linden_Lab_Official:Linden_Dollar_%28L$%29_Authorized_Reseller_Program

EDIT TO ADD:  It is also a malicious web site, or at least it leads to one.  The "Currency Exchange" link on that page redirects to sliceX.com, which my antivirus flagged as a phishing site.

Not only that, but "stock exchanges" are forbidden in Second Life.  The fact that this is advertised as a "stock market simulation game" might get it in under the wire, but NOT if any actual $L transfers are involved.

I would run very fast in the other direction.

Having taken a quick look at the website, I think it's a stock market simulation game, with people trading stocks and shares in actual SL business, but I have no idea how it's played,

I really don't know, is the answer.   I doubt it's a gambling game,   We'll find out soon enough if LL regard it as a game of skill, I guess.
