"Full perm" simply means that you have permission to copy, modify or share the asset. It doesn't necessarily mean that you have any legal rights to it. The person who gave it to you might have stolen it from someone else, violating copyright and Linden Lab's intellectual property policy, so it's still possible that the original owner/creator could file a DMCA complaint and force Linden Lab to remove it. The only way to be completely sure is to use only assets that you have created yourself. That's clearly impractical, though, so start with the assumption that you have received a legal item unless you have reason to believe otherwise.
