That typically means that you do not have the right permissions to enter the sim.  I get that if I try to enter a Premium-only sim, for example.  In the case of Skill Gaming regions, here are the restrictions that you can trip over to generate that message:

Participation is limited to residents who are at least 19 years of age and do not reside in a prohibited state. Please review the list of prohibited states below to see if you can participate. For more information about why you may not be able to access Skill Gaming Regions in Second Life, please see the FAQ.

Prohibited States & Countries

Residents of the following states and countries may not participate in Skill Gaming in Second Life:

  • Arizona
  • Arkansas
  • Delaware
  • Florida
  • Kentucky
  • Louisiana
  • Maryland
  • South Carolina
  • South Dakota
  • Tennessee

If you do not live in a prohibited state but live near the border of one, you may still be barred from entering a Skill Games area because your ISP serves a prohibited area.
