The easy way is to use prim or mesh grass, which is available in many places in world and in the Marketplace. 

The next easiest is to create a mesh shape that mimics your land surface and then texture it with a grass texture and bury it in the ground and terraform smoothly around the edges. That requires a small amount of talent with a 3D modeling program like Blender and some mild skill with Photoshop or GIMP, but it's not much of a stretch.

The hardest way -- and only possible if you own the region or have manager authority -- is to spend a lot of time manipulating the region's terrane textures.  It's one of the hardest and least intuitive things that a landowner can do, I've found, but it is rewarding when you finally get it right.  The best description of how to do it is here >>> http://wiki.secondlife.com/wiki/Creating_Terrain_Textures
