If you own land and the sim owner's covenant doesn't forbid it, just open World >>> About Land >>> Options and set the permissions to allow everyone to create objects and bring objects into your land. Also, set the Autoreturn to some reasonable time like 2 hours. Whatever you do, DO NOT allow anyone else to terraform. That way lies madness. It will help if you have a high tolerance for pain. Public sandboxes are notorious griefer magnets. Once you open your land to allow everyone and his cousin to rez stuff, it's a matter of time before some bozo decides to drop a replicator there and bring the sim to its knees.
