Textures from local

I'm sorry, maybe this is a dumb question, but reading this forum I discovered that is possible to use textures from my local disk? I used to upload temporary textures using Imprudence viewer back in the time, but it's not possible anymore. How can I do to use textures from local, what I have to do to use textures from my local disk and not wasting money uploading textures that may I won't use???

Edit: I didn't read the info, just looked at the photos. Note that YOU can see the textures but not others. And be sure and APPLY the uploaded textures to the item. It will look like there is a texture on there (for you) but there isn't really.

 

I likely says that in the article but just in case not.
