The way it is done is slightly deceptive, you can set the prims of an object to be transfer only and you could include something in the contents (script, notecard whatever) that is copy only and the overall perms would end up as "no anything" but as you have probably found out yourself, there is no way to actually set the prims themselves to "no anything".

As for why someone would do it...I have no idea, personally I would never buy something with no perms and I can`t see why anyone else would either.
