That all depends on whether you own the region (or are at least a manager) or whether you are simply a resident there. If you are simply a resident, there's not much you can do except remove the attachments on yourself and submit Abuse Reports.  If you own the land, or at least a parcel on the region, you should first prevent the griefer or anyone else from rezzing more objects or bringing them into the area.  If you had done that a long time ago, you wouldn't have the problem now.   So, open World >>> About Land >>> Options  on each parcel and UNcheck any box that allows everyone to create objects or bring them onto the parcel.  If parcels are group-owned or at least set to a group, you can check the Group Only boxes. Otherwise, leave even those unchecked.

Then, identify one of the griefer's objects, right click on it and select EDIT to see the owner's name.  Submit an Abuse Report that includes a screen shot of the object and your Edit window.  Then open either About Land >>> Object or Region/Estate >>> Debug and use the appropriate tool to return all of the griefer's objects.  Then, open Region/Estate >>> Estate  and add the griefer's name to the Banned list.

That should take care of things fairly well, although you may still have some cleanup to do.  As a landowner --- especially if you own the region or estate --- you have all the tools you need for that work.
